What are St. Charles City Public Records?

The Missouri Sunshine Law describes St. Charles public records as records created, received, or retained by a public agency. Public records could be physical documents or digitally-stored information and include records created by a private contractor, consultant, or other third-party, produced for or on behalf of a public agency. The Sunshine Law also provides public access to all records not considered private by law. Nonetheless, the law also authorizes government entities to restrict access to the following:

  • Sealed bids and related records until all bids are accepted or rejected
  • Personal records containing identifying information, performance details, or applications for employment
  • Software codes for data processing
  • Welfare records with identifying information
  • Records containing legal action that involves a public agency, including all privileged or confidential correspondence between the agency and its attorneys or representatives
  • Real estate documents containing purchase, sale, or leasing details if the disclosure could affect legal consideration for the transaction.
  • Test and examination materials before conducting the examination or after the exam if the materials are required for future examinations
  • Guidelines, response plans, and policies created or adopted by a public entity for law enforcement, first response, public safety, or public health purposes
  • Confidential correspondence between an agency and its auditor, excluding the auditor’s final report
  • Real property structural plans and security systems
  • Records containing certain information on the National Guard or state militia
  • Records of children exposed to alcohol or other controlled substances
  • Juvenile court records
  • All records exempt from disclosure by law

Public city records may also be accessible from third-party websites. Record seekers may either opt to use these non-governmental platforms to search for a specific record or multiple city records. However, users will need to provide enough information to assist with the search, such as:

  • The address of the requestor
  • A case number or file number (if known)
  • The location of the document or person involved
  • The name of the subject involved in the record (not juvenile)
  • The last known or current address of the registrant

Government agencies do not sponsor third-party sites. Because of this, record availability and results may vary.

Are St. Charles City Criminal Records Public?

Missouri law allows public access to St. Charles City criminal records. All interested persons may obtain criminal history on any St. Charles resident from the repository maintained by the Missouri State Highway Patrol (MSHP). Through its Criminal Justice Information Services (CJIS), the MSHP allows name-based and fingerprint-based searches for criminal records.

Record seekers may create accounts on the name search portal to view online records. Each search requires at least two of the following details:

  • Full name
  • Date of birth
  • Social Security Number

Persons using the name search should note that available records are not certified or notarized. An applicant may also conduct a name-based search by mail. Each person should complete the mail application form or send a letter with the required information. In addition, records obtained via name-based searches are open records, restricted to pending charges within 30 days of the arrest, postponed sentence impositions, and conviction information.

The fingerprint search provides access to open and closed records. However, closed records are only accessible if the requestor is authorized. Interested persons must submit a standard fingerprint card with the application form and a $20 payment. All checks and money orders should be payable to the “State of Missouri, Criminal Record System Fund.” Residents can submit requests for St. Charles criminal records to:
